If the answer is No (GOSEPCrrntWrkSchlInd=No), then the child must have some level of restriction. If the child has some level of restriction, then either Q4bi (GOSEPWrkSchlRestrictInd) or Q4bii (GOSEPWrkSchlReducedCapacInd) must be Yes.
